I've just read about what is (hard) target cap…
This makes no sense to add this mechanic and then make some specs unaffected by it when we all know the most efficient strat in dungeons is pull big/kill fast. Obviously these classes will be over-used.
Also I dunno why they went for hard caps, it's something I've always disliked in GW2, to have it inserted in WoW's gameplay sounds like a sad downgrade, just like the OGCD timer subject~

No buff just removed the stupid target cap, it makes no sense
the most problem in balancing classes is pvp, if frost mage and dk would get buffed in pve, pvp dudes will cry due to their slow abilities. same goes with rogue, due to their fantastic utilities, stealth and stuns, they really deliver in pvp, but they got nerfed especially sub due to their stunlock oneshots…but also pve subs suffered from the nerfs, why don't they just adapt pvp talents?…
Yes, the rogue does need HELP especially when dealing with big bosses.

Sub rogue is so bad for PVE in World of warcraft this back few expansion. So it a fucked up class now.. mythic+ and raid nooone need you. for PVP? ahaha joked after the nerf.

its just funny to see some1 asking for some type of a buff to rogues, cuz MDI team's didnt used rogues, so they are been rejected in pugs groups, imagine been a elemental shaman or any other off meta spec in a pug scenario

Imagine playing a class that can only melee DPS and not even being in the top 10. At least other melees can tank or heal or both, and bring utility in terms of bloodlust, battle rez etc.

I think you mentioned the only dps specs that are better than rogue. Ele shaman, shadow priest and affloction may be close but otherwise all others dps specs are in a much worse spot rn. Just look at frost dk, Bm, survival, destro, demo,ret, arms, fury etc. Maybe buff assassination again, but otherwise nerf to the specs u mentioned should be enough
