Before you can attempt the Breaking the Stratus Fear achievement, you must complete the world quest in Bastion called Flight School: Up and Away. Doing this will unlock the Paragon’s Challenge! It’s easy compared to the Aerial Ace achievement so you should be able to do this without too much trouble (other than falling through the flowers occasionally).
