Sounds like Sargeras and Zovaal are doing EVERYTHING they can to make sure they can defeat the pantheon, all of them including the Olds Gods…
I think the Runecarver is Zovaal – the brother of the Primus – and Zovaal did create Frostmourne and the Helm of Domination. And that is why Zovaal was banned away into the maw. All his memories swept away.
The Shadowland Pantheon said, they suffered a great loss with the Primus, when they bound Zovaal into the maw. So the Primus maybe sacrifieced himself to bound him.
This makes the Primus and Zovaal = Nathrezim (as the Nathrezim created Frostmourne and the Helm of Domination with Ner'zhul's soul)
And the Jailor is only the Jailor, who was there from the beginning when the maw was created.
And with the whole story line and all the legendaries, we are bringing back the memories to Zovaal. Which were ment to be kept away from Zovaal.
And there is no line nor cinematic or cutscene, that refers the Jailor as Zovaal.

They never tried to starve the Jailer completely. If you see the cinematic with the Arbiter breaking, there is a clear stream of souls going down into the Maw. They may need souls for themselves in order to keep the maw inescapable. But it seems that they at the very least thought he would not become powerful enough with the normal sorting of souls. So, perhaps restrict souls from him, but not starve him of them.
