The problem with pet battles it's that the system is pretty much stuck in 2012 without a single relevant improvement since it's launch aside new pets (more often than not not as good as the original ones. Basically reverse powercreep). It's not a system that force players to pay/subscribe and thus modern Blizzard just keeps it in maintenance mode because removing it would be more expensive
