In the prepatch to Dragonflight they are adding the new talent system but until Dragonflight launches and we leave the Shadowlands we can have both the new talent system AND all the Shadowlands powers like Covenants, Soulbinds and legendaries! Here some ideas I came up with for Holy Priest, Resto Shamans and Resto Druid.
