Enhancement shaman is quite good in pve, pretty much im mostly in top 5 in raids and i remember players putting it to lowest tier which was lie obviously.
I hope i managed to cover everything because there is a lot of things to cover in pve. Feel free to comment if i have missed something or u have some questions and i will gladly answer them 🙂

Hailstorm not better in M+?

AT 1:40 – talking about 4th row of talents i forgot to mention that Hailstorm is good for M+ so for M+ builds you should use it since there is a lot of aoe things going on, and its not much worse on single target than elemental assault.. So Hailstorm is best option for mythic+
On most of builds even in single target rotation ppl was using Crash Lighting, why U Dont ?:)
elemental assault is better when hailstorm in mono and aoe ?
