You are asked to pick which expansion to go to after your intro zone is done, with a "default". In The War Within, they will add Dragonflight to the scaling mechanic. Right now, BFA is the default & Dragonflight is 60-70. But in War Within, you'll be able to go directly to the Dragon Isles after your intro zone. Dragonflight story 10-70, with Khaz Algar being 70-80.
Example: I've been leveling alts of different races for their Heritage Armor sets. My most recent I leveled all the way just in Shadowlands. The previous one I leveled through Warlords of Draenor. And the one before that I leveled through Mists of Pandaria. Draenei Heritage Armor is releasing in the next patch, so my next alt will probably be leveled through Legion.
Its a nice way to revisit stories. I really enjoyed going through the Shadowlands story again 2+ years later. I forgot how much I enjoyed the leveling story compared to the rest of it.
