Every spec/class can slap its all about how you design your build and execute your gameplay. But yes there are some that are more useable in more situations than others

There are multiple issues with frost outside of its damage, the damage pre 9.1 wasn't even a problem. You can watch multiple videos of players doing very "viable" damage with the spec without the buffs. The problem in frost is 2 things (about to be 3) it has no survival, and its main mechanic for reliable damage was basically removed from the game. So addressing them both separately…
No Survival:
Frost mages lose a critical tool in the current meta where physical dps have far too many tools and gap closers to permanently attach themselves to a mage. That is they don't have dragons breath or a tool to create distance other than their roots. But the roots all DR each other so after 3 roots you spend 15 seconds with no ability to escape. Mages can't survive that. Especially considering that by talenting for max slow mages get up to what other classes start their slows at (70%). So with little to no damage reduction, a shield being nerfed out of existence, and no way to escape gap closers frost is dead and gone they wall mage specs will soon be gone. One good example of this is to watch the season 2 semi finals between GG and C9 where wealthyman just gets casually smashed into the ground by a rogue and can do literally nothing about it.
No Reliable Damage:
So most mages don't realize or the few that do don't admit it. But your damage was built into shatter. With shatter not being nearly as reliable as it was in the old days the fact that the entire class still plays around something that for all intents and purposes was removed from the game is kind of sad. When you look at the talent you notice quite quickly you have to dump all your points into crit, which is your lowest value stat as a mage. Shatter boosts your crit chance by 1.5x which means if you take my mage who runs all haste like almost all mages in pvp. I run about 8% crit. So shatter gets me to 12% then adds 50% So when shattering I have a 62% chance to crit. Highly unreliable given that you either do a ton of damage or nothing at all. In a meta where you have so little time to do anything you are basically guaranteed to lose when your cooldowns only have a 62% chance to deal damage.
Mistakes on the Legendary:
So the common mistake on the legendary was that it made your nova/pet nova unbreakable. But there is very specific language in the item. It makes YOU unable to break your roots. It still breaks basically immediately to any other source of damage.

But the game isn't in a good spot right now so the best way to approach it is "No expectations no disappointments"
