  1. It was supposed to be a secret raid only accessible by defeating Kel'thuzad after Naxxramas (IE: A hint on the Phalactery quest after his defeat, something like "Beyond Winterspring you may find someone who can tell you more about this Lich's fallen essence"). They weren't going to announce it or anything and let players naturally progress there. Issue being is so few players even finished Naxx40 and the idea of Hellfire Pennisula not being a sort of "Paragon Levels" zone but a full expansion was already on the table they never did anything with this version of hyjal. If you go there you'll notice a giant exploded pit that was supposed to be where you'd fight "Memory of Achimonde" and then go see him in the tree right after clearing that raid which would've been pretty cool. What they did with Hyjal in Cataclysm was cool, but a Giga-Hard raid where the culmination of the story told in Warcraft 3 sounds way better…

  2. Another funny thing: Like with so many things Blizz planned Hyjal to be a zone during Vanilla but time and money went short so they scrapped it. Those are also the reasons why zones like Silithus, Winterspring, Azshara, Eastern Plaguelands etc were barren and why other locations like Quel'thalas, Gilneas, Outland, Northrend, parts of the Maelstrom and others werent implemented during Vanilla.

Another funfact: Blizzard developed the Eastern Kingdoms first. Kalimdor was developed after tge eastern kingdoms were mostly done. That is also the reason why you had more developed and well-thought out storylines on the Kingdoms than Kalimdor and why, in return, many zones felt less developed.
