Says you get it from a quest "the g reat vault", is that the weekly chest? Can you only get this after m+ is releaesd?
According to the Adventure Guide the source of this item is a Quest: The Great Vault. Not available yet, only after m+ release. The Great Vault is in Oribos, Hall of Holding at 65.25, 30.51. This is where you redeem your weekly reward.
