I feel like diverted energy should always be the lock and not tempest barrier. The amount of healing you get is insane. With max conduits and the empower it heals for 50% of the absorb.

Attendant's Loop from Korthia rares is also a good option, maybe BiS if you're able to upgrade it to 5/6 or 6/6. I lucked out and got a drop with a gem slot.
