We have speculated this pretty much even before Shadowlands was released. Is Jailer the original Arbiter or not? It seemed quite obvious with the Jailer having a hole in his chest while the Arbiter had an orb in the exact same place.
Then most recently with Sylvanas’ fate cinematic, the ending of 9.1 Sanctum of Domination we had seen that the Arbiter contained the sigil of the Jailer and that when he interacted with it he had acquired his true form. Well right after the cinematic Primus actually gives us some of the back story.
Primus tells us how Zovaal long ago was the original Arbiter of the Shadowlands and how after his ‘rebellion’ he personally drained his anima and crafted his runes and in his place they had placed a construct that would be just but unpassionate. So now we have the official confirmation that yes the Jailer was in fact the Arbiter of the Shadowlands.

Zoval is perfect vilain that can make plays for few expansions.. only problem is lack of information or lack of lore. Arthas was best vilain so far and I was sad to kill him.. everyone loved him and if there was choice all would serve him.
