The primus may have created the helm and frostmourne as weapons against the legion. What happens when frostmourne kills legion? Do their souls go to the twisting nether or are they taken into frostmourne? If the demon's souls also go into frostmourne that would mean the shadowlands had a way to actually diminish the legion's armies. Those then bodies without souls, or at least broken souls are then controlled by the helm.
The primus made a weapon to create an infinite army to fight an infinite army and make that army no longer infinite.
And here i was, thinking frostmourne and the helm of domination were his journeyman pieces kept around for nostalgias sake. After all shadowlands junk torn out of the guts of a dead boar is leagues ahead of finest azerothian craftsmanship.
