They should have made Uldum an endgame raid (as was implied by the quest line that takes you there), that, if you complete it, unlocks "Uldum Garden" (or something similar), that takes advanage of the larger area.
Much of what is implied in that quest ended up being shunted to Ulduar instead, in WotLK, including the threat of Titans returning to wipe the planet clean of life, which is resolved by Algalon The Observer. In the quest Uldum is described as a laboratory of sorts, created by the Titan Freya to observe Un'Goro Crater and how life evolves. If Un'Goro is a 'chaos bed' for testing evolution, this 'Uldum Garden' could basically be a place where apex evolutionary outcomes are housed, so it could have ended up being a place filled with rare beasts, world bosses and magical creatures.
