I really do think the Jailor's going to have a second form. I feel like his current form is stripped of alot of his power, once he's able to move more feely his model will change! Just a hunch though.
Calling it right now. He's definately not the final boss of SL. Someone far greater a threat will show up.

What If??? The big bad isnt the Jailer but the players? That would change the dynamic of what we perceive in the game and make it more interesting only to find out we are not on the right side and at some point change sides?
What confuses me is the timeline regarding the Primus. We see the Runecarver— who is believed to be the Primus— crafting the helm of domination and Frostmourne. However, that was done over 10 years ago at this point. Yet, the Primus recently went missing? How recent? Or is this another example of how time passes mysteriously in the Shadowlands?
Honestly, the character really isn't doing anything for me. Blizzard keeps on 'zooming out' but the game doesn't even feel like Warcraft anymore and they've done an abysmal job of telling us anything about the Jailer. He's not a villain I or most people I know care about because Blizzard hasn't given us a single reason to care about them. The gameplay is a bit better this xpac but the story is non existent.
I just hope he isn't a Titan. I love the Titans but Blizz needs to put them back in the toy box for awhile

Considering how The Jailer has been retconned into being the engineer of like 90% of all events in Warcraft lore at this point I’d assume he’s the lead writer.
