My dude, I don't know who told you to keep 10 Wild cards in your inventory at all times, but I think they were trolling you. I had the same issue of not being able to loot Dr. Boom, and so did a couple of other players, who mentioned that they hadnt got him to drop anything for a few tries now. It seems that the boss can sometimes drop the rare and epic loot – but will always drop a wild card as a consolation prize. Unless, that is, you already have 10 wild cards in your inventory, which is the maximum you can have, in which case the boss drops nothing. Get rid of those wild cards from the shady vendor in your inventory and you will find you get loot next time you kill Dr. Boom. Did this on my lock and can confirm I got loot on the very next kill. Good luck!
