  1. The watee looks better on low, but has better effects on high, they should just give it the effects on high, in high it looks like dirty or something, and in low its looks crystal clear, on everything else high seems much better, low is cool amyways, but not better

  2. Besides the water and flora, not that much of a difference from far away. That's the issue with these cartoony graphics, they might age better for low-end devices, but the downside is that you don't see that big of a difference when going ultra. That said, WoW looks super dated at this point. Mobile MMORPGs look similar, or even better at times, just take a look at World of Kings or Dragon Raja, for example: Unreal engine 4 powered mobile mmo games. Considering how WoW has made billions of dollars by now, its visuals are weak compared to what it could have given the investment.

  3. "Low" isn't actually set to low. 8x msaa appears to be enabled on both sides. SSAO/Screen space ambient occlusion is exactly the same in both whether that means it's on or off.
    Maybe you didn't restart the game each time settings were changed because honestly only the water and draw distance are different in the video
