This toy has a chance to drop from a treasure in Zereth Mortis called Sandworn Chest, which can spawn in multiple locations around the elite (desert) area.
The possible spawn locations of the Sandworn Chest treasure:
/way 61, 17
/way 60, 25
/way 65, 26
/way 60, 37
The treasure is locked so you’ll need a key! Collect 5x Sandworn Key Fragments and combine them to make the key – the Fragments drop from the mobs in the same area.

Mawsworn Inquisitor
