It's a ten instance per hour limit and even though you kill no bosses, just resetting the instance does count towards that limit. Having Portraits enabled is key for doing this quickly. If you use ElvUI, go into options/unitframes/individual units to enable the target portrait – I use an addon called SavedInstances which is incredible for farming transmogs/mounts for dungeons

Is this limited to level 80 hunters? Gone in looking on a level 40 and level 71 and have not seen it. I checked all my gear was red. I dont get it.

This might work for you I was able to do this 5 times in a row! (Different Hunters)
Also did this on my wife's hunter on her account and it worked to get two for her!
I used the Lucky Duck Toy before going into the instance.
Each time with this toy on the red nose version was up!

FYI: Toy lasts for 10 minutes with a 30 minute cool down.
Once you get yours you can also keep going in and inviting your hunter friends in and they can do the tame also!

I have a mechagnome hunter. Tried it with the red hat as the fourth piece. Didn't work. Looks like its not available for them?

Got it! At 2 times restart
I put on the red outfit from the Disposable Winter Veil Suits toy right infront of the spawn point and it spawnd the Reindeer
