First I recommend that you get this mount with a friend because it is very difficult to do it solo. I tried it and failed xD. Now you can easily get this mount. It is located in Ardenweald and you don’t have to be in their covenant to get it. If you are not in their covenant, when you have collected the Repaired Web of the Soul, go to the Heart of the Forest, ask the guards to call Ysera out and talk to her to make a Dream Catcher. The rest is the same.
