With just 18% haste, you should pick the haste affix instead of crit. However if you get near 30% haste, then pick crit affix.
I also strongly recommend you get yourself a macro for spear, for example:
#showtooltip Spear of Bastion /cast [@cursor] Spear of Bastion
This will cast spear instantly to the location of your cursor.
#showtooltip Spear of bastion /cast [@player] Spear of Bastion
This will cast Spear onto yourself instantly. Good for macroing with Avatar/reck.
Also if you get yourself a cursor weakaura to show where your mouse cursor is at all times, you can then utilize the cursor spear of bastion weakaura much more easily.
For me personally, this elevated my gameplay by a lot and made me much more mobile.
