The quest from the npc that disappeared isn’t part of the event. It’s the one that comes with the Shadowlands preorder mount for the transmog set.
My hypothesis is that you've already been in a similar situation with a quest npc in that crater in the wotlk area in your other playthrough. But in that case you managed to get the quests and was befuddled when you couldn't return it instead…
