Here's the thing: This is hosted in the UK. How the legality works is 1.12.1 is considered an abandoned version of the game because there's no active development going on for that specific version (Classic is different from Vanilla). On top of that, given the + content is fan made, it's also considered transformative work as the content is not available in the base game (1.12 or Classic). So to address concerns, this server is not being taken down anytime soon.
This is why SWG is still a thing as a private server, warmane has been around for almost 20 years now, and even City of Heroes is still about and kicking. All considered transformative work or abandoned works. Nostalrius was brought down for both using the original source code + it being hosted in the US where the fair use/abandon ware laws are different.

Everyone says Turtle wow has a "helpful community" and that is bogus. No one ever offers to help with just about anything, I've been playing on classic era servers and the people have been way more helpful than anyone ever was on turtle.
Pay a licensing fee and go legal. Use blizzard to promote, get more exposure. Everyone wins.
Its cool of Turtle WoW to do this, but WoW will ALWAYS look like its "graphics" were made by Fisher Price.

I think instead of pursuing a law suit blizzard should enter a partnership with this. It'd be very lucrative, and youd have passionate people developing something that would be of mutual benefit. Just my take. Like, just integrate it like OSRS did with Runelite. Like, an either or server that runs alongside actual vanilla.
Turtle wow is super woke 70-80% of players are Chinese and don't speak English. And the ones who do know it never speak because anything you say can get you banned if it's "anti woke"in any way. So don't waste your time to 60 just to be banned and after 2nd or 3rd time ip banned. So up to you I'd recommend warmane icecrown because it's the biggest or onyxia because tbc is about to come out there and the exp there is x3 but feels like x5

I think that this is mostly Clickbait and if it is ever finished will be underwhelming. Simply too big of a project for a team of underpaid devs to tackle.
Sometimes the new needs to be built on the corpses of the old.
SoD is basically retail at this point, it's like the devs have no clue why vanilla was a timeless classic. I trust a private server dev team way more than Blizz at this point to deliver Classic+ in a way that reflects true vanilla.

Well this puts blizzard at a really shit spot. like some privet server people can not only port the game in to a much better engine nut to android as well. but blizzard cant?
as for impressiveness of this, the unreal engine make it really easy to do all this. its just take time. now that you have AI you can cut lots of this time. so how come one of the bigger devs (blizzard)cant do it?

I love in current wow versions just chillin in the world when im watching youtube or am AFK. and I can see myself LOVING the more atmospheric look of UE5 WoW having the world feel thicker and more lush. im soooo about it.
turtle has been doing blizzard's work for them for years now. Their server is so much better than the absolute garbage on offer from blizzard
