No, you are only half right. 380 is about 80 ilvls too low for m+2. +2 is the same as a +12 in scaling. It is fully justified to decline a fresh 70 for that. You should be 450 on the LOW side to get in to a 0 for it to be comfortably cleared.

380 is too low for an m0 in season 4 lol get some heroic gear and eventually some raid wing gear, then you can do m0s. M0s are only lootable once a week but they drop like 480 gear or so and you can loot each boss. M+ on the other hand you can only loot the last boss, so you really should start with m0s instead. If you don't know how all you need to do is change dungeon difficulty to mythic by right clicking on your portrait. It doesn't require a mythic key, but you should get one for completing your first one.

I hate mythic plus but that seems low, im 450 without even trying and i just got a 450+ gear as a quest reward. I haven't played since beginning of emerald dream

Go look at the item levels that come from NORMAL dungeons and world quests and it will make sense
A +2 is the equivalent of a +12 from the previous season. People will now want 490 for +2 usually.

Tbh, if you're not at least 445, just go back to normal dungeons
Players set the standard based on what the game gives you to base it upon. If quests give 415 Gear and Heroics give 430 and mythics give 445 obviously the bare minimum for a +2 is probably somewhere in the 440-450 range depending on who you know and what you know. If you cant be bothered to quest or spam low level dungeons youre most likely the same player who cant be bothered to practice your rotation, to learn mechanics or to use your utility. Ive played for far too long and have been empathetic so so many times and each time without fail you either carry them through and they learn absolutely nothing or they weigh you down to the point where you just wanna go do something else. Not all casual players are like this and some that are like this are oblivious, the game is afterall quite unfriendly to new players. In no reality is someone deciding you the 380 should come over the other 30 dps who are in the requests with appropriate preparation and desire to actually improve.
