High Elves were connected to the Alliance to begin with, the Silver Covenant was collaborating with them as Sunreavers with the Horde so It would only make sense to include High Elves to Alliance roster. I guess they wanted faction races to look completely different from each other. But, I can't say the same for Eredar as they are corrupted by Fel and have no actual reason to join the Horde, they do not take any part in Azeroth powerplay after all, Argus has already fallen and they were pretty much the servants of Sargeras at that point. But Ogres though; they should have joined Horde especially after weakening their forces in Dire Maul.
