Warlords of Draenor has the reputation for the worst World of Warcraft expansion because it had a 14 month content drought after Hellfire Citadel was released. But Mists of Pandaria had the same drought after Seige of Orgrimmar but doesn’t get the same hate.
Not being a die hard raider at the time, I didn’t think Warlords was that bad and I wouldn’t rate it as poorly as many others likely do. Warlords had excellent spec design and combat flow, similar to Mists. The dungeons and the raids, although few, were top tier. Tanaan was good and Garrisons ended up being good, if a little isolating. Overall I’d rate it as a middle of pack expanion.

Anyone that will say WOD is the worse expansion is so laughable. Just because it had flaws on certain area such as raiding content or even reduced maps comparing to the original plan, WOD had delivered many new aspects and idea and till today those were still well remembered in the community. Till this day, most of the zones in WOD were always rated the best zones for leveling and many players are still establishing a garrison for the character.
Its ironic how people percieved Mists originally, and what it ended up to be, in contrast to Warlords. The expansion players weren't that interested in ended up being good, and the one they were excited for was a huge dissapointment.
Such a shame really, because WoD had everything to be the best expansion in my opinion.
WoD was hated because Blizzard devs were forced to give players housing. So, they thought they'd make the player base pay for it by hinting that raiders lost a tier due to it, hoping they'd never have to hear about player housing again without getting dogpiled by raiders for asking on the forums. And it worked.
