The Pocopoc Traveler battle pet (although *technically* not a battle pet since it can’t actually battle lol) can be purchased from a vendor called Olea Manu in Zereth Mortis in exchange for 500 Cyphers of the First Ones currency.
Olea Manu location coordinates: /way 37, 45.
To unlock this vendor you need to learn the Cypher Console spell Altonian Understanding & complete a questline that will appear once the research is complete.
