if a healer near you is under 20% mana, then it gives him mana. Inscrutable Quantum Device
if crowd controlled then it removes it. Inscrutable Quantum Device
if something related to being “in danger” then it spawns a device that grabs aggro. Inscrutable Quantum Device
if trinket can execute your target with x damage, it will. Inscrutable Quantum Device

if none of those things are true then it buffs a secondary stat (330366/330367/330368/330380)
